attachments.

A difference in the new EAS Operating Handbook.  It requires every EAS 
Participant to *CUSTOMIZE* their copy of the handbook.  You can't just 
print it and forget it.  You must have someone (or hire someone) familar 
with EAS operational rules and your facilities specific procedures modify 
the handbook for your facility.

The PDF file distributed by the FCC is in a format that is not easy to 
edit.  Hopefully someone will distribute a revisable version of the 
handbook, which facility operators can edit
