EAS Participants,
I would suggest you use the following PDF on the FCC site to print/use the new 2016 EAS Operating Handbook:

I found trying to read/print the version supplied as an appendix in the Pubic Notice has some formatting issues.  The version at the URL above is cleaner.

The FCC has issued a notice reminding EAS participants about the deadlines for filing the various EAS test reporting system forms, and also issuing a revised EAS Operating Handbook. The Handbook is in the appendix of the notice, which is attached. A copy of the Handbook must be located at normal duty positions or EAS equipment locations when an operator is required to be on duty and be immediately available to staff responsible for administering EAS tests.
