It looks like fema.gov DNSSEC signature expired at 2016-08-12 06:14:16 
GMT.  If you aren't using DNSSEC or your DNS server has the old IP 
addresses cached, you won't see a problem.

Google and COMCAST are major DNSSEC proponents, and require valid DNSSEC
signatures.
