[EAS] IPAWS Down

I agree with Harold's assessment.  I cannot reach fema.gov using Verizon FIOS DNS or Google DNS.  I have alerted the FEMA Network Operations Center.

It appears to be a DNS problem somewhere.  The FEMA host name does not resolve on some name servers (like Google's 8.8.8.8, or Comcast's
75.75.75.75) but does resolve on other name servers.

I suspect this is a temporary issue.   Some users will see the 
problem, some won't.

fema.gov won't resolve on my desktop.
