Yep.  Does "upon receipt" mean at the beginning of receiption, or after 
completely received.

On the other hand, "same immediacy as the EAN", if you look at the White 
House Statement of Requirements signed by President Clinton (the last copy 
publically available), "immediately" for the EAN was within 5 minutes.
