My guess is that FCC staff does not want to grant a waiver.  Waivers 
are precedent setting and generally need to go all the way to the top floor.

If they deny it then GR could appeal in court.

If they ignore it then there is nothing that can be done.  The FCC is 
not required to act on petitions.

There has been a petition for rulemaking filed by Lorenzo Milam 
pending at the FCC for probably 40 years asking the FCC to consider 
rule changes regarding church radio and TV stations that FCC staff is 
sitting on.  Classic "hot potato".
