Hi Adrienne - Yes, all EAS Participants are required to participate.
Regarding "all channels,"  that is very likely a matter for their own legal
counsel to advise and interpret.  

Regarding NPT handling, see our answers posted in the articles below - while
targeted to broadcasters, the sister One-Net product for cable and IPTV also
has the v3.0 upgrade available:
