[EAS] State use of NPT

As most of you are aware, a number of states have done tests with the 
NPT code with the involvement of FEMA.  My state has not.  A few 
questions come to mind, since my recollection of Part 11 is it doesn't 
seem to really address the non-national use of NPT :

 1. What is your assessment of the value of additional states doing such
    tests at this point?
 2. And if there is continued value (at least prior to the next national
    test)... does it require some sort of federal authorization for a
    state to do so?  Or can a state SECC just decide to do it "on their
    own"?
 3. Does the state use of the NPT code trigger a requirement to use the
    FCC's Electronic Test Reporting System?  Or is that reserved
    exclusively for actual national tests?
