There are those of us that feel that there are certain event codes that
should be a mandatory carry.    Always bothers me that the President can
take over Radio, TV, Cable and Satellite systems...yet the only radio
station in a town can refuse to air a TOR, CEM, EVI etc.    There are
certain national organizations (you know who they are) that put on big shows
in WDC in years past to demonstrate to the Feds just how willing
broadcasters are to help in times of emergencies (often pointing to Katrina
etc) but are very careful to protect their members from anything that comes
close to a requirement to carriage of messages that could actually save
lives at the local level.   

As one that's been sitting in the SECC Chair for almost 20 years I can tell
you that gaining participation requires a lot of leg work, hand shaking,
lunch buying etc to get those that are charged with making money for their
owners as their ONLY responsibility to participate.   No GM (that I know of)
ever got fired for service to citizens...But many have been sent packing for
not focusing on the bottom line.

As for my old home states statewide system....I'm sorry, but California
often marches to a very different drummer.   I am proud of my adopted state
(Washington)....Our State-wide system is alive and well and fully supported,
as is our own CAP Distribution system etc.

The other issue is that no radio station in Santa Cruz or Monterey County
wants to participate.  I was asked by the Santa Cruz Sheriff after the Japan
earthquake and tsunami that hit Santa Cruz harbor how he could activate EAS.
And I had to tell him that there was no EAS in his county.  The State of CA
state-wide system (CLERS) was disconnected by state OES because they did not
want to pay state telecom for the microwave backhaul.

We're looking at (and hoping for) a very wet winter.  This invariably causes
major land slides in Santa Cruz County.  The county OES department is one
guy.  It's not gonna be pretty.

And you wonder why I'm sometimes really discouraged . . .
