[EAS] Cancelling Amber alerts

Dave and Phil - 

The WaState SECC came up with this right after Amber came on the scene...If
I recall the discussion the group wanted a means of sending a cancellation
should the child be found...We looked at the available event codes and
elected to use ADR.    Unfortunately the FCC failed to create an 'un-do'
code.     This was augmented (in this state) by the Amber Web Portal that
had the ability to transmit this message as well.

Dave,

I frankly don't have a clue.  I suspect a national committee came up with
them, but I don't know for sure.  All I know is that they were part of the
Washington State EAS Plan when Clay Freinwald recruited me to the EAS fold
some years ago.  If you like, I'll ask him.
