[EAS] Cancelling Amber alerts

In two words: More clutter.

Keep in mind the mission of the EAS:  It's a directed call to action alert
to save life and/or property.

It's not the bell at the end of the class period saying you can go home.
People are acustomed to simply letting things go by the wayside. "It's
over, done, move on." A post event EAS (except for the EAN) is simply
another wolf cry diluting the system's effectiveness for the next event
which they do need to act.
