[EAS] Cancelling Amber alerts

Dave,

In my opinion depending on the number of public resources actively searching I would lean towards using Civil Emergency Message (CEM) to make sure the word got out over public media. That is if the alert had not already expired.

Otherwise I would use the Administrative Message (ADM) so that all of the media got the notice at the same time and let them go on air with their own breaking news if they so desire.

Historically Idaho hasn't issued any type of "cancellation" message regarding Amber alerts.  I'm aware that some states do.  I would like a little feedback on what event code that you use and whether you always issue these, or only under some circumstances such as the alert being cancelled prior to the CAE expiring.  And, for that matter, if any of you have any specific reasons that you think such cancellation messages should NOT be issued via EAS.

And while we are at it.... I'm curious whether WEA provides any mechanism for similar cancellation messages.
