[EAS] Cancelling Amber alerts

Dave- 

Washington State has, from the start, use the ADR for cancellation of Amber
Alerts.   Whereas ADR is not automatically relayed, it provides those
operations that are manned with a valuable tool.

Am going to forward this to the Washington State Amber Coordinator for
additional input

Historically Idaho hasn't issued any type of "cancellation" message
regarding Amber alerts.  I'm aware that some states do.  I would like a
little feedback on what event code that you use and whether you always issue
these, or only under some circumstances such as the alert being cancelled
prior to the CAE expiring.  And, for that matter, if any of you have any
specific reasons that you think such cancellation messages should NOT be
issued via EAS.

And while we are at it.... I'm curious whether WEA provides any mechanism
for similar cancellation messages.
