For those tracking this kind of thing, the House version of the bill was
reported out of committee last week.
Lou Barletta from PA introduced the House version, which closely mirrors the
Senate version (there are a few issues that need to be reconciled, assuming
both versions pass as-is).

The House bill establishes an appropriation of $12.8 million per year
through 2018 for FEMA to maintain, modernize and implement IPAWS.
Is that a lot? Well, the appropriation for the US State Department for
booze and fine crystalware was around $5.4 million, by comparison.
So, integrated public warning and maintaining the President's ability to
reach the American people under all conditions ... is budgeted at little
more than twice the amount for diplomatic shindigs.

I am happy to announce that Wisconsin Senator Ron Johnson is sponsoring an
IPAWS Bill. Similar legislation was introduced in the last two sessions of
Congress, but despite passage by the full House in 2013 and reintroduction
in the Senate in 2014, the Bill has yet to be passed by the end of each
session. We are hoping that this is "third time a charm". You can read
