[EAS] EAS RWTs and RMTs with no audio

In SAGE EAS units you can pre-record "This is a test" (or other audio of your chosing) in the box and have it play out BEFORE you send and RWT or relay an RMT.
Doing that is optional. It is not a part of a test that you generate or relay, it comes before the test... before the first duck farts.
I assume other boxes can do this also? 
That is probably what you are hearing from the other stations.
