Bill,
A couple things come to mind...
1) What kind of antenna are you using for the NWS? Is the signal strong
and free of noise into the reciever? If there is chatter, there may be
another NWS TX on the same channel some distance away and you may require
a directional or "yagi" anntenna to "null" out or ignore that signal in
favor of the Sterling TX.
2) It sounds like your input levels need to be looked at and adjusted into
the correct range as shown on the reference meter. The * should be
floating around in the upper (right)range, but never overlay the far right
bar. This is all done via the front panel...within a range. It is possible
to have much from the receiver.
3) As for the two-tone burst...that's a configuration matter best
corrected by someone familar with the box.
4) A typical RWT and it's messaging format is outlined in the EAS
handbook...which you should have. There should be nothing between the
three long "brrrrp's" and three EOM's other than a second or two of
silence for a RWT. If there is, again, have a person familar with the Sage
review the programming and show you where the selections and adjustments
are made.
If you need a name of someone in the DC area, I can provide you with a
name of a very smart and competent guy who can get you whipped into shape
PDQ. Not cheap...but very good.
