I haven't seen any indication that the FCC themselves know what "their 
requirements" are.  And since their policy division seldom answers the 
phone, returns phone calls, returns email, or approves state plans... 
how are we supposed to comply?  We have had good luck communicating with 
their enforcement bureau... but now they are planning on shutting down 
many of those offices.
