Other than a sentence in Part 11, FCC has been pretty opaque regarding
mapbooks.  Originally the FCC published one itself, but stopped 15 years
ago and never gave much details about creating one.  Heck, even the
list of PEP stations, which is supposed to be the top of the distribution
chain, is considered confidential and FCC won't release the complete 
PEP list.
