Your State Plan is the document that normally dictates what location codes you need to program into your EAS equipment. The FCC does not dictate location code usage, just that the equipment must be capable of using those codes. The State Plan carries as much weight, if not more because it is designed for more localized areas. Therefore, many of the things, intentionally or otherwise, vague or left open to interpretation by the FCC are covered by your State Plan. Location codes that you are required to program into your equipment is one of those things.
