[EAS] Coastline/Marine - Mandatory or Voluntary

The equipment must include the off-shore locations as part of their base
available locations list. It's up to the licensee to actually select those
off-shore codes for actual use however.

The off-shore location codes were left off the orignal set of location
codes and were included as part of the EAS rules update in 2004. The 2002
date merely allows stations to manually enter them into their equipment
until the manufacturers updated their firmware.
