[EAS] ALL state FIPS CODE

Nevada does not use the "All Nevada" code. Very few tests and activations
are issued for the entire state. Most AMBER Alerts are issued regionally. We
have only 17 counties so when a statewide test or activation is issued in
CAP, all 17 counties are listed. No stations cover the entire state so
there's never been a statewide OTA test or activation.
