Mike has an excellent idea: distributing validation codes via the 
IPAWS server.  Would require some FCC Rule changes and software 
updates in equipment.

In my mis-spent youth I handed out the old red envelope to the air 
staff so they could have the enjoyment of tearing the DO NOT OPEN envelope.
