The fact that the 'system' was implemented WITHOUT a 'valid year' in the 
time stamp, is simply more proof that this thing was designed by 
pie-in-the-sky, ivory-tower, no-real-world-experience types sitting in an 
office somewhere, rather than by folks in the trenches who would ask 'how 
can this screw up and how can we prevent it ?'
