Three comments:

1. The FCC never makes mistakes. When in doubt, refer to the first sentence.

2. In the first day or so of US Navy boot camp I learned "There is a
right way, a wrong way, and the Navy way". This philosophy has
followed me throughout the rest of my life and has allowed me to
retain my slim grip on sanity. I just substitute "FCC" or "State
OES" or any other government function for "Navy".

3. Without having any special knowledge, one could easily enter the
EAS chain by reading the state and local plans and learning how it
works and where you can get radio access. Security? Hah! Only
nobody has tried it. Yet.
