Yes, I agree, and understood that. But there was something in the rules, 
(that I don't have time to research currently) at least when EAS first 
came out that made the CCC of 000 a non approved code. It's been a long 
time, and I don't remember the specifics. I remember it because I was 
saying we should use the code, until I was shown in part 11 that it 
wasn't approved.
