I agree with Tim.
At best, a hack like this might impact one string of a diasy chain. I can
think of one state and a strategic loction which could eat up half the
state without cutting power to the monitored station given their narrow
chain. Two locations gets about 3/4 the state. But not the whole thing,
nor the capital's market.
Never the less, a hack would likely not propogate out of that chain given
state boundries pretty much limit where the monitoring chain goes. This is
but one reason why each state has their own orgination point and the PEP
program to suppliment same. One needs to get much farther up the food
chain to access the system at a point where harm can be done over a larger
area.
