NWS had already field tested the SAME protocol in the 1980s and they were rolling it out. It was adopted for EAS (after extensive field testing with broadcast and satellite engineers and through FCC comments) with an addition for the identifier who was relaying the message. It was judged to be in the best interest for all concerned (government, industry and consumers) that the SAME and EAS protocols should be identical.
