Right now we have the worst public, private partnership possible. Not all PEPs actually have fully functional FEMA gear and as you go down the daisy chain, it just get worse including stations with no or non functional generators. Even in NYC, Sandy which was just a rain storm, took out practically every AM station. Some for a short time and others for weeks. 9/11 killed most OTA TV and the last Northeast blackout took out TV, FM and AM stations that did not have generators. At the time one TV and TWo FM stations had generators. Two were natural gas and the other FM was Diesel that could only be refilled 50 gal at a time which is at best about 15 to 20 hours run time before you walk another 50 gal up 83 flights of stairs in the dark.
