Maybe the time has come. XM/Sirus didn't exist at the time. All you need
with them is a patch antenna.  Just about every TX site sill have a south
view which a patch or GPS style antenna can be positioned.

The challenge is getting the powers that are to embrace a public/private
partnership and accept the risk that private ventures fail and are built
with minimal cost generally as a priority. The discussion should then
extend to and include Cumulus Satellite, Premier, EMF, NPR services as
well.  At least for radio. I can't comment on TV....

I have never disagreed with the multiple route (maxtrixed) approach using
dissimilar means to relay the message. Dissimilar increases robustness by
removing single points of failure.

I'm also going to go out on a limb and suggest another very secure means. 
Ultra slow speed embedded data sent sub-sonically on a select group of AM
clears. With hyper-narrow band receivers able to reject all but the
strongest of noises and IX, a 10 baud signal under constant and continious
test will get the core message through over a great deal of territory in
near real time day or night. It would be all done in background using
equipment just about every station has in place already. 10-15 stations
could cover the CONUS with overlap.

While it's not compatible with HD Radio's emissions, there is wide
rejection of HD on AM in it's current form. The open question is whether
such a sub-sonic system could work with the digitial only schemes.

Because it would be closed circuit data only, cypering the datastream
would be possible to increase security. Such cypher keys would changed on
a schedule to be determined and would be completely different and
supplimental to the virtual red envelope.
