Let me dip my very small oar into this discussion, specifically with regard
to cryptology (encryption, decryption, verification).  It appears that all
of us in this forum are amateurs in the field.

I'm disclosing nothing here that hasn't been reported in the general news
media for more than 40 years:  The National Security Agency (NSA) is not
only America's code-breaking organization, but code-MAKING organization.
It's a federal agency, part of the Department of Defense.  

These folks are the experts in national communications security.  FEMA and
the FCC  should consult with NSA about the kind of system and procedures
that would be secure and practical for EAS, particularly EAN.  Input from
outside stakeholder could be a little tricky here, but I think it could be
done.
