Dave,
I do not believe that "Everyone's" EAS box can issue an EAN at their 
leisure.
I am pretty sure no one's standard, unmodified, EAS box can.
I am intimately familiar with the protocols behind the issuance of an 
EAN, and giving the general public the ability to generate their own EAN 
is not one of those protocols.
Even stations in the PEP system cannot generate an EAN on their own.

Everyone's box should be able to propagate a received EAN since that is 
what the system was designed to do.

Yes, the system has flaws, flaws that need addressed sooner than later, 
but an informed understanding of the entire system is necessary to 
formulate any remediation.
