Someone correct me if I am wrong, but I don't think the errant EAN was originated via an EAS encoder.  Wasn't it just a rebroadcast of audio from a Utube video? Preventing EAS encoders from originating EAN's would not fix that problem.   Having an electronic version of the red envelope might mitigate that however. 

In any case if a station's bone head "talent" wanted to send out bogus EAS messages using a EAS encoder, even "red envelope" security, wouldn't prevent such an activation, as the code and current time stamps would be embedded in the header by the encoder.  In that case if there was non-origination safe guards in non- LP1, LP2 and Emergency Services units would go a long way but only if the "talent" was not at a LP-1 or LP-2. 

I am not sure technology can fix malfunctioning "talent".

Which I guess was your point.
