Those of us who wrote the reports that the Partnership for Public Warning (PPW) issued over ten years ago outlined a national warning system that had all of the attributes Bill mentioned.
FEMA's name for their implementation of the Common Alerting Protocol (CAP) that was also a work product of the PPW, the Integrated Public Alert and Warning System (IPAWS), is a wonderful name for a concept that, as Bill and others have pointed out, is still very much a work in progress.
One of the things that would help that process would be to reconstitute the PPW as it was -a public-private partnership independent of government advisory committee (FACA) restrictions.
Over time we will see over time is if the federal, state and local governments will take their warning missions and duties seriously, or not and make sure IPAWS lives up to its name.
