[EAS] November 9 Warning from the NAB

When you start looking at different combinations of legacy EAS, CAP 
converters, and new CAP-EAS devices understanding how each manufacture's
choices will affect what happens is a difficult interoperability job. 
Some EAS boxes aren't supported by its manufacture anymore, but who knows 
what's still installed in the field. This doesn't include other 
inter-connected automation systems such as cable set-top box controllers 
which also drive EAS distribution.

Stand-alone CAP converters, but not the downstream EAS legacy devices, 
probably can be safely assumed not to have a queued EAN, because IPAWS did 
not distribute or forward the inappropriate EAN codes.

Directions for checking individual manufacturer systems will need
to come from each individual manufacturer, because user interfaces
and system behavior varies between EAS boxes and inter-connected
automation systems.
