In Washington State it's not a mater of 'can the stations get the plan'. The plan is all on line and it requires broadcasters to have it in a binder and keep it up to date along with FCC mandated items. An FCC inspector will want to see things like monitoring assignments that are in the plan. We also have begun requesting LECC plans be available on line and must be in the stations binder as well. (Sensitive information like unlisted phone numbers are not in the public copy but is available to emergency management and law enforcement.)

Its not a question of propriety. State EAS plans are as a matter of policy
public records.

Not quite true, Mike...The Nevada EAS Plans have always been considered
"confidential" to protect the system from being hacked. Our emergency
officials and broadcasters both support this. No taxpayer or public funds
are involved in EAS here in Nevada so we have no "Open Meeting Law"
obligations.
We have a Mapbook of EAS monitoring assignments that is publicly available
on the Nevada Broadcasters Association website. In addition, my contact
information is available on the NBA website.
