Its not a question of propriety.  State EAS plans are as a matter of policy
public records.

Not quite true, Mike...The Nevada EAS Plans have always been considered
"confidential" to protect the system from being hacked. Our emergency
officials and broadcasters both support this. No taxpayer or public funds
are involved in EAS here in Nevada so we have no "Open Meeting Law"
obligations. 

We have a Mapbook of EAS monitoring assignments that is publicly available
on the Nevada Broadcasters Association website. In addition, my contact
information is available on the NBA website.
