If you operate multi-state networks, its much easier just not
to participate in state and local EAS plans. It eliminates a
lot of the drama and local personallities.
Monitor two PEP stations directly for EAN messages. Oh, that's right,
getting a complete public list of all active PEP stations nationwide...
Constructing a graph of communication connections from a database
is a simple programming exercise. Getting the information isn't.
