They are a matter of public record when filed with the FCC.  At least one
state does not file with the FCC, and seems to treat its EAS plan as a
confidential public safety document, exempt from that state's version of
FOIA.  I ran into that when doing some research some years ago.  Not
defending the practice, it is - as they say - what it is.

While that's certainly true, EAS plans are a matter of public record and can
not be declared secret.
