Ray,

Yours is exactly the kind of thinking we had in our FCC CSRIC Working Group in recommending changes to EAS to the Commission. We are suggesting that the Commission establish a single, dynamic list of EAS monitoring assignments. The deficiencies are precisely what you listed and are problems not only for EAS Participants and State Emergency Communications Committees, but also for the Commission itself. In order to assure compliance upon inspection, an EAS Participant as well as the inspecting Enforcement Bureau representative needs to have an accurate monitoring assignment list. Moreover and more important, the dissemination of an EAN message depends upon accurate monitoring.

Hopefully, our recommendations to the Commission will result in a Further Notice of Proposed Rulemaking on Docket 04-296. Please urge as many organizations as you can to comment.

Dan, I think you and I are in the exact same boat.
For the most part, I've referred to the FCC's database @

However, this has gaps.  I've had to resort to checking with SBE of various states, calling and emailing people (sometimes state reps, sometimes frequency coordinators for the local markets) from all across the country.

If you find that golden all-inclusive list - PLEASE forward it to me!
