[EAS] FCC Seeks Comment on Multilingual EAS

We have been doing EAS and local emergency translations for spanish and somali here for about a year. We started a local initiative to do so given that we have a very high refugee population. (18,000 Somali and others from that part of the world)

Works out pretty well. Not to mention garners listenership for groups not otherwise our core demographic.
