Agree. Learn English. If we take the time to send EAS in all languages on all channels we could have dead people before they get the message of a tornado, etc.
Now, that said. If the predominant language on a channel is not English it should be ok to convert the message to the predominant language used on the channel. That should satisfy non English speaking / reading individuals.
As for mobile devices, let the providers convert the messages offering multiple languages.
