[EAS] NWS/CG Interference in NY area

Nope. The Coast Guard doesn't have SP (Shore Patrol) units as such, the
equivalent of MPs in the Air Force, Army, and Marines.
The closest group would be an armed narcotics boarding team, like those used
in the Caribbean and off southern California. I doubt the Coast Guard would
use one for this purpose, even if there were a spare unit sitting at the
dock with nothing else to do. And there isn't.
Then there's the concept of partnerships with other local, state, and
federal agencies (especially law enforcement). Chronic bare-bones budgets
mean the USCG can't do its job without the cooperation of these other
players. And conducting an armed raid on an NWS control point or
transmitter site wouldn't exactly advance the cause.

But the story doesn't make clear to me whether the interfering signal is
heard only by a Coast Guard "high site" receiver (maybe on the same building
as the NWS transmitter) or whether it also affects marine radio receivers on
boats and at CG stations in the area. From context, I'm thinking it's the
former. If so, I wonder whether someone has tried using a cavity filter on
either the NWS transmitter or CG the receiver. If my understanding is
correct, this might be a quick, simple, and inexpensive solution.
In any event, I still believe the technicians from both agencies should be
turned loose, and it doesn't appear they have been. Management doesn't
solve technical problems. Techies do that -- when allowed to do their jobs.

As an ex Frequency Surveillance tech from White Sands Missile Range I agree
with Bill's Statements -

Let me describe another similar situation:
We were launching a Pershing II (Nuclear Intercontinental Ballistic Missile)
from WSMR.
There was interference with the guidance commands.
The missile (controlled) crash landed South of Juarez Mexico... No boom, but
big international incident.
We detected and traced the interference to the Las Cruces Police Dept
dispatch Radio.
The MP's went into the police department headquarters with fully automatic
weapons and locked down the station. They then found and confiscated the
offending radio. The problems ended after that.
Doesn't the coast guard have a similar unit?
