[EAS] Overlap/monitoring issue

I am assuming that both NWS transmitters are programmed from the same weather office. The solution is to work with the Warning Coordination Meteorologist to have them run ONE alert on both transmitters. It should be addressed to the counties covered by both transmitters. Their equipment will let them do that. They probably just aren't aware that their current procedure causes issues.
It's always a good idea to involve the NWS WCM in EAS meetings. They need to be part of the team, and most are eager to learn and assist any way they can.
