I am very spoiled here...keeping in mind that EAS is one tool in a big tool box, a couple of Emergency Managers in Nevada have obtained funding from FEMA and DHS to pay for a series of training projects on public warning. EAS has been worked into the seminars held across the state for state, local and tribal emergency managers, public safety and law enforcement officials as well as broadcasters and PIO's. Every attendee gets FEMA certificates and POST credits. (POST approved my EAS/AMBER curriculum several years ago.) Whatever else you can say about FEMA, some EM staffers need a certain number of credits every year and this again provides that "carrot and stick" approach. I'm not making any $$$ from this but my expenses are covered. All it takes is 1 or 2 EM's with a little imagination and passion for public warning and a little talent for grant writing. BTW, one of the grants included funding for some broadcasters' CAP EAS equipment as well as contracts for CAP programs for state and local govt agencies. And about 20 years of pushing EAS to anyone who would listen!
