Agreed.

There is no such thing as a National Emergency except where the life of 
every American, resident alien, and visitor is at immediate risk. Think 
extinction level event. Asteroid, astronomical event, volcanic explosion 
causing a "nuclear winter".

Pearl Harbor wasn't a national emergency. 9/11 wasn't either. Those were 
local emergencies of historic proportions. Bay of Pigs was the closest 
thing to a true national emergency...period.

Emergencies are 98% local. And except in limited instances where they're 
regional (eg. hurricane, tidal wave, earthquake), rarely will a true 
emergency situation exist for more than 20% of the USA's geographic area.

So....local is it. But the feds have only so much sway right now. And 
unfortunately, the feds have mandated so much from the locals that EAS 
is just another federal acronym.
