100% agree with Ed. Auto update is very bad for a public warning system.
Reason 1: Internet by its very nature is fluid. Apps.FEMA.gov might have one IP this year and another the next. Numerical locations change as providers of services change. So That.address.com is looked up in the Domain Name Server at your organization or your Internet provider. If user hacks your ISP then where is your Eas box going for updates? I prefer to be in control.
2. For whatever reason this is Internet. I am in the lightning capital of the world. I may lose service. If I do the update I know I have service when I do it and the box still works. If it is automated it may be offline for a three day weekend or longer.
