[EAS] No TOE for WEA

You are correct in the fact that local entities CAN submit messages 
through CAP for forwarding to the WEA portal.
HOWEVER....this does not insure that said message will be carried, 
depending on the protocols for a given cellular carrier.
As you can see TOE is one that seems to be in the group of messages that 
won't be, and each carrier has different alerting protocols that can 
change at any time.
In my POV, any alert that is not being carried by either a broadcaster 
or cable entity is not the responsibility of the EAS community.
SECC's and LECC's while wanting to do the right thing, and spending 
hours in that pursuit, need to remember one thing,
the only responsibilities the SECC's and LECC's have are making workable 
plans for the broadcasters and cable companies in their state or area.
Mentioning WEA in a state plan is up to the SECC for that state, but I 
would suggest some type of disclaimer that WEA is not part of the state 
plan, and a separate entity unto itself.
Right or wrong, the cellular industry set itself apart from EAS 
regulations with the blessing of the FCC.
Having cellular reps on an SECC is good PR, but WEA carriage decisions 
are made at the highest corporate levels, not state or local levels.
Depending on WEA carriage of alerts is, again in my opinion, a dangerous 
situation.
