[EAS] No TOE for WEA

WEA along with EAS is addressed in the Douglas County (NE) LECC Emergency Alert Plan.
They are separate beasties, but are both addressed in the comprehensive local plan.
This plan was initiated at the Local Em. Mgr. level to incorporate multiple warning systems.
If TOE and other more localized alerts are incorporated into WEA then it should be done at a local level.
