[EAS] No TOE for WEA

Adrienne asked about WEA working with the SECC's. Here is how I 
understand the WEA/WAS, or whatever they are calling it this week, works.
The cellular industry worked out a deal with the FCC to make their 
alerting systems both voluntary, on industries part, and absolutely 
separate from EAS.
If you look at the CAP flow charts you will see that WEA has it's own 
separate feed from the aggregator.
WEA is a separate entity all unto itself with no mandatory carriage.
WEA is not under the purview of the SECC's, as it is fed from the 
Federal level with no State input abilities.
So, as far as EAS and it's various associated groups, WEA does not exist 
in our realm of responsibility, for all practical purposes, and we need 
not concern ourselves with it.
I have heard some stories out of Kansas within the last 36 hours about 
an Amber Alert on WEA that was sent so many times it caused people to 
turn their phones off.
If there are problems with WEA you need to go directly to the cellular 
industry, your carrier in particular (good luck with that), or the FCC.
