[EAS] Another EAS tone set in a TV program

Looks like exactly what reporters should NOT to do. And not only is it a
false EAS activation, they use incorrect terminology which only shows how
little the people in our newsrooms really know about public warning and the
broadcasters role in it. Not only should the producers of RTM be fined, we
should remember that we ourselves have a lot of homework to do.
